Much theorizing about norms has focused on how they create social structure, standards of appropriateness, and stability in international politics.

Recent empirical research on norms, in contrast, has examined their role in creating political change, but change processes have been less well-theorized. We induce from this research a variety of theoretical arguments and testable hypotheses about the role of norms in political change. We also highlight the rational and strategic nature of many social construction processes and argue that theoretical progress will only be made by placing attention on the connections between norms and rationality rather than by opposing the two.

Why we cannot truly implement human rights unless we also recognize human responsibilities When we debate questions in international law, politics, and justice, we often use the language of rights—and far less often the language of responsibilities. In this book, Kathryn Sikkink argues that we cannot truly implement human rights unless we also recognize and practice the corresponding human responsibilities.

Focusing on five areas—climate change, voting, digital privacy, freedom of speech, and sexual assault—where on-the-ground primarily university campus initiatives have persuaded people to embrace a close relationship between rights and responsibilities, Sikkink argues for the importance of responsibilities to any comprehensive understanding of political ethics and human rights.

The International Norm Dynamics of Responsibility to Protect

The magnitude of the noncommunicable epidemic is difficult to overstate. The projected cost of the epidemic is substantial. It disproportionately affects people in low- and middle-income countries as well as poorer and marginalised communities in high-income countries. The international community has taken various steps to address the four modifiable risk factors causing the majority of noncommunicable diseases NCDs , however, action has so far fallen short of expectations. Both analysts and international institutions are advocating the adoption of a new international legal norm to address the NCD crisis. Drawing on existing knowledge from international relations and international legal studies, this article argues that a new international treaty is not only currently improbable, but also not strictly desirable.

International Norm Dynamics and Political Change

Norm change in the field of International Relations IR has been the subject of intensive research by constructivists for several decades. Despite many years of focus on this topic, scholars have not yet come to a complete understanding of how or why norms emerge and evolve or change over time. In many cases, constructivists have engaged with the idea of individuals and communities or various types as actors and agents that play different roles in the overall norm change process. This article engages with the topic of norms with a specific treatment of norm evolution theory in the context of world politics. The article begins with a discussion about the concept, their treatment by scholars, and the role that have and continue play in world politics.

Historically speaking, the study of international relations has largely concerned the study of states and the effects of anarchy on their foreign policies, the patterns of their interactions, and the organization of world politics. It then explores the shifts in the what, who, how, and why of the study of international relations. It considers the terminological shift from the study of international governance to the study of global governance, justified because the purposes of global governance no longer reflect solely the interests of states but now also include other actors, including international organizations, transnational corporations, nongovernmental organizations, and new kinds of networks.
